Once out to PDF there is multiple tools that will redact for you, one that I know offers a decent redaction tool is Adobe Acrobat Pro. I currently use this method for any Discovery or GDPR request that I gather emails for. There should be a built-in option to Print to PDF via outlook 2016 (Possibly 2013 as well).
